In 2006, just after the Ultimate Battle, seers all over the world got a vision of all four Charmed sisters being reborn, as well as their true loves. Even Phoebe Halliwell received this vision but believed it to be a far away future. The most experienced of seers knew better though. They knew this vision would come to pass in the next 20 years or so and they felt the Charmed Ones' true power shine through.
One seer named Thalia went to the Elders and told them. The Elders, believing the four sisters together would be too powerful and possibly take over, strived to make this vision did not come to pass. But they couldn't stop the future from changing as the elusive Angel of Fate and Angel of Life teamed up with the Angel of Destiny and the Angel of Death. The four Angels together made sure the vision would come true.
Prue was reborn first with her sisters following in their original order. The Angels had to send Piper, Phoebe, and Paige's souls back in time once they died to make sure the sisters would be in the same order and close in age. In this life the sisters are the Bennetts now, the Angels wanted the girls to have some part of their past lives stay with them. The True Loves of the Charmed ones were reborn in the same order as well to match with their loves and they have all met up again. Penny and Patty Halliwell knew about the Angels plans though and asked to be sent back as well, so that they could be with the girls, so they were sent back as well so that Penny could give birth to patty and then Patty could have the Charmed Ones. Of course everything doesn't always go as planned.
The Elders were very angry with the Angels for interfering, so they unleashed one of the oldest beings known, the First and True Source of All Evil. Then the Source went on to bring back his family, and the first Council of Evil. Now with this power play occurring the Angels aren't too happy with the Elders. They have made sure the sisters will remember their past lives and have made it where the sisters have come back to San Francisco, so that when the time comes they can be ready to fight with the Halliwell children by their side.
